www.chinanews.cn 2006-02-17 16:13:12

A free kindergarten located in the Chengjiaoxu Resident Community of
Shandong's Yanggu County was opened on Feb. 16th. Chengjiaoxu Resident
Community is composed of over 500 households. Busy with business or work
in urban areas, they do not have adequate time to look after their
children. Therefore, this resident community built a kindergarten to
provide free pre-school education for the children.

A large-scale carbon monoxide poisoning hit residents living in bungalows
in the region, kiling 15 and hospitalizing 32 others, 8 of whom are in
critical situations. Experts attributed the deaths and illnesses to
unusually low atmospheric pressure and increased rain and humidity, which
trapped carbon monoxide from burning coal close to the ground, the China
Broadcasting Station reported.

Great Wall to introduce patrol team

www.chinanews.cn 2006-02-16 09:47:22

(Source: China Daily)

Feb. 16 - A dedicated team is to patrol Great Wall to check against
damage of the mammoth structure.
The unit will focus on the 630-kilometre-long section in Beijing. Team
members, who will be paid by local governments, will be mainly rural
residents who live near the Wall, said Yu Ping, deputy director of the
Beijing Municipal Administration of Cultural Heritage.
It is the first time that the Wall in Beijing has had a special team to
guard its ancient facade, of which only less than 20 per cent has been
well preserved, Yu said.
It follows growing concern over the impact of tourism on the structure.
Currently, about 10 kilometres of the Beijing section of the Great Wall,
such as Badaling and Mutianyu, is open to visitors. Saturated tourism is
often blamed for damage to the oriental epitome of ancient Chinese
civilization. Almost every brick at Badaling has been carved with
people's names and graffiti.
Other sections, which are called "wild wall" and not open to the public,
also suffer from man-made damage. Neighbourhood villagers often put up
iron ladders illegally to lure hikers to step up to it.
Apart from the patrol team, Yu said her administration will start to draw
up a detailed layout of a buffer zone this year for the Wall, which will
take up to three years to be finished. At present, only a general
standard ranging from 500 metres to 2 kilometres away from the Wall is
designated as a buffer zone to protect it.
The administration also plans to draw up an overall report this year,
including the history, current condition and future protection plans of
the Wall.
"The report is expected to come out in 2008 or 2009," Yu said. "We will
open the report to the public when it is finished."
Besides the Great Wall, dozens of other heritage sites in the capital
will be repaired this year.
Renovation efforts will first kick off in March to repair the Temple of
Dragon King (or God of Rain), the only heritage site located at the heart
of the future Olympic Village, according to Mei Ninghua, director of the
heritage bureau.
There are two main halls, several affiliated rooms and some carving
stones left at the site of the temple, which was first built in Qing
Dynasty (1644-1911), archaeologists said.
The project will cost about 5 million yuan (US$616,500), said Mei, adding
that it is part of an ambitious heritage protection plan that aims at
rehabilitating the city's ancient flavour for the 2008 Olympic Games.
The municipal government pledged to invest 120 million yuan (US$15
million) in heritage renovation every year between 2003 and 2007.
"As the Games is impending, the year of 2006 will be crucial for the
protection of cultural relics in the capital," said Mei.
Wang Yuwei, an official with the bureau in charge of relics protection,
said more than 200 famous heritage sites around the city, including
ancient temples, imperial gardens, residences of nobility and imperial
tombs, have already been repaired or are to be repaired before 2008.
A survey carried out by Mei's bureau showed more than 60 per cent of the
city's heritage sites are occupied by residents and institutions that do
not pay enough attention to maintenance and protection of the ancient
buildings.
"The lack of efficient protection at some sites has led to worse
destruction than the burning of the Old Summer Palace, which was ignited
by English and French armies in 1860," Mei claimed.
Apart from the preservation of famous heritage sites, the city will make
more efforts to protect its old city regions as a whole, including the
traditional alleys and courtyards, cultural heritage officials said.
Reviewing last year's work, Mei said one of the most prominent events was
the "explosive" development of the relics auction market.
More than 70,000 ancient works of art went under the hammer last year,
raising nearly 5.2 billion yuan (US$650 million) in Beijing, a historical
year-on-year increase of 233 per cent, said Fu Gongyue, another official
from Mei's bureau.
However, only 61.3 per cent of the auctioned relics were under the
supervision of heritage authorities, he said.
Among them, 25 national treasures were pulled from auction, raising
awareness of the need to better protect cultural relics, Fu said.

Chinese laborers in oversupply

www.chinanews.cn 2006-02-15 17:29:00

Feb. 15 - China's National Development and Reform Commission revealed on
Feb. 14th that a total of around 25 million people need to get employed
in cities in 2006, while only 11 million positions will be available this
year, which means that 14 million laborers will be oversupplied, rising 1
million over that of 2005.
People in poverty-stricken areas and unpopular industries as well as
needy groups will face more employment problems. Around 60% of the labor
forces in 2006 come from rural areas, and most of them have to find a job
in cities.

A new three-storey teaching building more than 560 square meters in area,
which was built with the help of the People's Congress and Discipline
Inspection Commission of Henan's Shaoyang County, was put into use at
Shilian Primary School on Feb. 14. Smile can be seen on every pupil's
face because they will no longer have class in tumbledown houses. There
are 110-odd tumbledown buildings in rural primary and middle schools in
Shaoyang County. In 2005, more than 7,000 students had to have classes in
houses which were rented from farmers. Those 110-odd tumbledown teaching
buildings will be reconstructed within 2006.

China likely to accelerate lunar-probing project

www.chinanews.cn 2006-02-15 14:13:30

Chinanews, Feb. 15 - Shanghai Aerospace Bureau revealed recently that
China's lunar-probing project, also named Chang'e Project, is progressing
smoothly and is likely to speed up the pace.
The Bureau said that to date, scientists have completed the initial
samples of devices necessary for the first phase of the lunar-probing
project, lunar orbiting, and have formally entered the phase of producing
positive samples, which include stereovision camera for shooting the
lunar surface, height indicator, and microwave explorer for measuring the
depth of soil on the lunar surface.
Moreover, the Chang'e I lunar orbit satellite and the carrier rockets
have began production, and the instrumentation and command, launch site
and ground application systems have entered the phase of system
integration and joint testing.
Ouyang Ziyuan, chief scientist in charge of China's lunar-probing
project, said that the period from 2004 to 2007 is the first phase of the
lunar-probing project, which will cost a 1.4 billion yuan investment.
Chang'e I satellite will be launched around April 18 next year. Different
from other crucial space probing projects, this lunar-probing project of
China will publish all observational data so that all research units and
individuals interested in lunar research and possessing essential
conditions can have access to all observational data and documents from
the lunar-probing center free of charge.

"Ships carrying many aliens arrive in the city, and merchants from
numerous other nations show up as tides rise", this saying portrays the
past grandeur of Quanzhou City, which was reputed as "the largest port in

performance that mimics "welcoming foreign goods" in ancient times was
held on Quanzhou's Dejimen Square in the morning of Feb. 12th,

Dependence on oil needs to be cut

www.chinanews.cn 2006-02-13 09:22:20

(Source: China Daily)

Sinopec workers drill for oil in Puyang, Central China's Henan Province
in this photo taken on January 31, 2006.

Feb. 13 - The central government is working on a long-term plan to
increase the use of alternative fuels to reduce the dependence on oil.
Coal gas and renewable energy sources such as biomass and solar power are
expected to become "major alternatives," according to the National
Development and Reform Commission (NDRC).
Wu Yin, a senior energy official with NDRC, said at a weekend meeting
that the recommendations of a national leading group from several cabinet
departments are part of an "oil alternative strategy."
He said "the essence of the report" will be incorporated in China's 11th
Five-Year Plan (2006-10), which will be discussed at the annual session
of the National People's Congress the supreme legislature next month.
China aims to raise the ratio of renewable energy in total consumption to
13 per cent by 2020, up from the current 7 per cent.
Zhang Guobao, vice-minister of the NDRC, said the key to achieve the goal
is to increase the use of nuclear, wind and solar energy so that
dependence on coal and oil could be cut.
The use of renewable energy has been growing at more than 25 per cent in
China the highest in the world and Zhang said solar power consumption in
the country accounted for 40 per cent of the global total at the end of
2004.
The government has decided to significantly raise the availability
ethanol as vehicle fuel, which is currently being used in five provinces.
Corn, wheat, potatoes and sugarcane are major raw materials for the
alternative fuel.
Given the abundance of reserves in the country, coal liquefaction a clean
and relatively efficient way of producing synthetic products is also high
on the agenda.
China Oil News reported last week that the government plans to spend
US$15 billion to build plants that annually manufacture 16 million tons
of oil products from coal in the next five to 10 years.
The plants will be located in coal-rich Shanxi, Shaanxi and Yunnan
provinces, as well as the Inner Mongolia Autonomous Region.
According to earlier reports, Shenhua Group, the nation's largest coal
producer, is building a 24.5 billion yuan (US$2.96 billion) coal
liquefaction plant in Inner Mongolia, the first of its kind in the
country.
